Media for government, Crown entities and councils

Public money, public scrutiny and audiences that include everyone. KBR plans, buys and measures media for government agencies, Crown entities, councils and not-for-profits, with transparent costs and reporting that shows what each dollar achieved. KBR is on the All-of-Government Creative and Media Services panel.

The short answer

What does a public sector media agency do?

A public sector media agency plans and buys advertising that informs people or changes behaviour, using public money in a way that can be explained and defended. It has to reach every part of the community, including people who are hard to reach through mainstream channels.

KBR has run campaigns since 2013 for organisations including Kāinga Ora, Environment Canterbury, MBIE, MPI, Tauranga City Council and NZ Blood. As an independent agency with no media markups or hidden rebates, we can show exactly where your budget went and what it achieved. KBR is also on the All-of-Government Creative and Media Services panel, which makes us simple to engage.

Why it's different

What makes the public sector different

Accountability

Spend is scrutinised. Buying has to be transparent and reporting has to stand up to questions from leadership, ministers and the public.

Reach everyone

Campaigns often need to reach the whole community, including Māori, Pasifika, older, rural and non-English-speaking audiences.

Behaviour, not clicks

Success is people registering, applying, attending or changing what they do. Measurement has to reflect that.

Procurement rules

Agencies and councils follow government procurement rules. KBR is on the All-of-Government Creative and Media Services panel, so participating agencies can engage us without a separate tender.

FAQ

Common questions

Is KBR on the All-of-Government Creative and Media Services panel?

Yes. KBR is on the All-of-Government (AoG) Creative and Media Services (CMS) panel, so government agencies that participate in the panel can engage us directly through it. We also work with councils, Crown entities and not-for-profits through direct engagements and tenders, within your procurement rules.

How do you make sure public money is spent transparently?

KBR is independent and does not take media markups or hidden rebates. We report what was bought, where it ran, what it cost and what it achieved, so the spend can be explained to anyone who asks.

How do you reach audiences mainstream media misses?

We combine mainstream channels with media and partners that reach specific communities, including Māori and Pasifika media, community and regional publishers, ethnic and in-language media, and audio. Targeting and creative are planned for each audience rather than a single national message.

How do you measure public sector campaigns?

Against the action the campaign exists to drive: registrations, applications, bookings, sign-ups or survey-measured awareness and behaviour. We set those measures before launch and report cost per outcome alongside reach.

Has KBR worked with public sector organisations?

Yes. KBR has run campaigns for 22 public sector and community organisations since 2013, including Kāinga Ora, Environment Canterbury, MBIE, MPI, Tauranga City Council and NZ Blood.
